The 21-year-old is currently on loan with the Premier League strugglers and has been one of the standout performers for Sean Dyche's side following their promotion to England's top flight.
Keane, who made his league debut for United earlier this season before joining the Clarets in September, will now finalise personal terms before he is announced as a permanent signing at Turf Moor.
The England Under-21 defender has been allowed to leave Old Trafford with the centre-back behind the likes of Phil Jones, Chris Smalling, Jonny Evans, Marcos Rojo and Tyler Blackett in the pecking order.
Keane spent time on loan with Championship sides Derby County and Blackburn Rovers last season although it is with Dyche's Burnley he has made the biggest impact, starting the club's last nine matches in all competitions.
